TL;DR
Cursor is the best of the GitHub Copilot alternatives for most developers: an AI-native
editor with a genuine free Hobby tier and a $20 Pro seat. At $0, Continue (open source,
bring your own key) and Zed (free editor, Pro $10/mo) beat everything else.
Claude Code ($20/mo Claude Pro) is the strongest agent but has no free tier, Devin
Desktop keeps the old Windsurf/Codeium feel at free/$20, and Qodo and Tabnine are
now review and enterprise plays, not Copilot swaps. Copilot itself is still the cheapest
complete paid seat at $10/mo — the free tier is where alternatives pull ahead.
Why developers look for GitHub Copilot alternatives
GitHub Copilot remains the default, and we kept it as the baseline in every test — but three things
send people shopping in October 2026: the June 2026 switch to metered AI Credits (1 credit =
$0.01; 1,500 on Pro, 7,000 on Pro+), a free tier that only gets auto model selection, and
editor-native agents that Copilot does not ship. We re-verified all seven GitHub Copilot
alternatives below against official pricing pages, then ran the same three tasks in each (multi-file refactor,
greenfield feature, bug hunt in an unfamiliar repo), scoring agent depth, editor polish, price value, and the free tier itself.
Pricing as of October 2026 (official pricing pages):
| Alternative | Entry price (Oct 2026) | Free tier | Best for |
|---|---|---|---|
| Cursor | Pro $20/mo (Pro+ $60, Ultra $200) | Yes, Hobby — limited Agent/Tab | AI-native editor, multi-model |
| Zed AI | Pro $10/mo (Business $30/seat) | Yes — 2,000 predictions + BYOK | Speed; native editor with AI |
| Continue | Solo $0 (Team $10/dev/mo) | Yes — full editor, BYOK | Any model, zero lock-in |
| Devin Desktop (Codeium/Windsurf) | Pro $20/mo (Max $200) | Yes — light quota, unlimited Tab | Cursor-like agentic IDE |
| Claude Code | Via Claude Pro $20/mo ($17 annual) | No | Terminal-first agentic coding |
| Qodo | Pro Team $30/mo per 2,500 credits | Trial only, 14 days | AI code review and governance |
| Tabnine | $39/user/mo Code Assistant ($59 Agentic) | No | Air-gapped, regulated teams |
Baseline: GitHub Copilot — Free $0 (2,000 completions/mo, limited chat and agent, auto model
only), Pro $10/mo (1,500 AI credits, unlimited completions), Pro+ $39 (7,000 credits), Max $100
(20,000 credits), Business $19/seat, Enterprise $39/seat.
How we scored
Four dimensions, rated 1–5 from our three tasks:
- Agent depth — plan, edit across files, run commands, recover from errors.
- Editor polish — completions, chat, diffs, setup time.
- Price value — seat cost against what you get, free tier included.
- Free tier — can you actually work at $0, or is it a demo?
Results
| Alternative | Agent | Polish | Value | Free tier | Overall |
|---|---|---|---|---|---|
| Cursor | 4.7 | 4.7 | 3.8 | 3.5 | 4.4 |
| Zed AI | 3.4 | 4.9 | 4.6 | 4.5 | 4.3 |
| Continue | 3.6 | 3.8 | 4.8 | 5.0 | 4.2 |
| Devin Desktop (Windsurf) | 4.5 | 4.4 | 3.6 | 3.5 | 4.1 |
| Claude Code | 5.0 | 3.5 | 4.0 | 1.0 | 4.0 |
| Qodo | 4.0 | 4.0 | 3.2 | 2.0 | 3.7 |
| Tabnine | 3.8 | 4.0 | 2.5 | 1.0 | 3.3 |
| GitHub Copilot (baseline) | 4.3 | 4.3 | 5.0 | 4.5 | 4.5 |
Copilot still wins the baseline on price-to-capability; nothing here beats it on both axes
at once. Claude Code posts the highest agent mark (5.0) but lives in a terminal and has no
free tier at all, while Zed and Continue score on the free-tier dimension Copilot's rivals
keep ignoring.
The case for each
1. Cursor — best overall
The reference AI editor: VS Code fork, multi-model agent, deep codebase indexing. Hobby is
free (limited Agent and Tab, one-week Pro trial), Pro $20/mo, Pro+ $60, Ultra $200, Teams
$40/user ($120 Premium). Usage pools run on top of the seat, so heavy agent days cost more
than the sticker — but the free tier is real enough to test a full week.
2. Zed AI — best free editor
Blazing-fast Rust/GPUI editor. Personal is free forever: 2,000 accepted edit predictions plus
unlimited use of your own API keys or external agents (Claude Agent, Codex CLI). Pro is
$10/mo with unlimited predictions and $5 of hosted tokens included, then usage at API list
+10%; Business $30/seat. Weakest agentic depth of the paid tools (3.4) — Zed is for when
editor speed matters as much as the agent.
3. Continue — best open source, no lock-in
Apache-2.0 assistant for VS Code, JetBrains and the CLI, with a hub for shared assistants and
a new CI "checks" workflow. Solo is $0/developer — bring your own API key, endpoint or local
Ollama model — with a $20/mo models add-on if you want hosted frontier models; Team $10/dev/mo,
Enterprise custom. Model freedom scored 5.0; polish (3.8) is where you feel the budget.
4. Devin Desktop (Codeium → Windsurf) — closest Cursor-like IDE
Cognition folded Windsurf into Devin Desktop in June 2026; codeium.com now redirects to
devin.ai and plans carried over. Free (light agent quota, unlimited inline edits and Tab
completions), Pro $20/mo with frontier OpenAI/Claude/Gemini models, Max $200, Teams $80/mo
plus $40 per full seat, overage at API pricing. Three renames make old reviews confusing —
the product is alive and actively shipping.
5. Claude Code — best agent
Top agent score (5.0): it read our unfamiliar repo best, planned multi-step refactors, and
self-corrected from test failures. It ships with Claude Pro at $20/mo ($17/mo annual), Max
$100/$200 for 5x/20x usage, Team $20–25/seat — and the Free plan excludes Claude Code
entirely. Terminal-only, Anthropic models only, but those are best in class for code.
6. Qodo — best for AI code review, not for completions
Qodo (formerly CodiumAI) has pivoted from codegen to an AI code review and governance
platform: multi-agent PR review, rules system, IDE and Git surfaces. The self-serve product
is now credit-based — Pro Team $30/mo for 2,500 pooled credits ($0.012/credit, ~18 reviews),
14-day trial, no permanent free tier (older pages still quoting "30 free reviews" are out of
date); open-source PR-Agent stays free, Enterprise is custom with BYOK and on-prem.
7. Tabnine — best for air-gapped enterprises
The original AI coding assistant is now an enterprise control plane, acquired by Tricentis in
2026: Code Assistant $39/user/mo and Agentic Platform $59/user/mo, billed annually by quote,
with SaaS to fully air-gapped deployment, zero code retention, and model choice including your
own endpoint (vendor tokens carry a +5% handling fee). The old free plan and $9/12 individual
tiers are gone — there is no free tier and no cheaper personal plan.
Free-tier reality check
- Continue Solo: $0 forever, any model, any provider — the deepest free option here.
- Zed Personal: 2,000 edit predictions free, unlimited BYOK and external agents.
- Cursor Hobby and Devin Free: usable daily drivers with agent quotas.
- Copilot Free (baseline): 2,000 completions/mo, but auto model selection only.
- Claude Code, Tabnine, Qodo: no free tier — Qodo gives 14 days, the others start at $20+.
Pick by persona
| If you are… | Pick |
|---|---|
| Leaving Copilot but wanting an editor upgrade | Cursor (Hobby free, Pro $20/mo) |
| On $0 and bring-your-own-key | Continue Solo (free) or Zed Personal (free) |
| An editor speed snob | Zed AI (Pro $10/mo) |
| Agent-first, terminal-native | Claude Code on Claude Pro ($20/mo) |
| An ex-Codeium/Windsurf team | Devin Desktop (free, Pro $20/mo) |
| Buying review governance, not completions | Qodo Pro Team ($30/mo credits) |
| Regulated or air-gapped | Tabnine ($39+/user/mo, quote) |
The bottom line
GitHub Copilot alternatives in 2026 split three ways: a better editor (Cursor, Zed, Devin
Desktop), a freer stack (Continue, Zed, Cursor Hobby), or a specialist you bolt on (Claude
Code for agents, Qodo for review, Tabnine for compliance). Run your next task in two of them
on the same repo — most developers find the winner in an afternoon, and the switching cost is
a settings import, not a migration. If your only complaint about Copilot was the bill, the
free tiers above will likely settle it before you cancel anything.
Verdict: Cursor for most developers; Continue and Zed for the free tier
Cursor is the best GitHub Copilot alternative in 2026 for anyone who wants an AI-native editor
with a working free tier and a $20 seat. If you refuse to pay at all, Continue (open source,
BYOK) plus Zed Personal cover completions, chat and agents for $0. Choose Claude Code only if
agent quality outweighs the missing free tier — and skip Tabnine and Qodo unless your real
requirement is compliance or pull-request review.
